If your pdf is printing too small or large, it's most likely caused by the "Page Scaling" option in the print dialog box. This is easy to correct, just change it to "none" and you're document will print at the actual size. To print a pdf at acutal size, make sure the the "Page Scaling" option is set to "None" in the print dialog box.

The maximum artboard size is 227 inches, which means that documents can be created in Illustrator that can't be saved as PDF's. If you try to save a file that is greater than 200 inches in either direction as a PDF, you will be greeted with the following error message:
